MEMORANDUM FOR MR. HURLEY

Patriation of the constitution


Thank you very much for your memorandum of July 16th. I think your analysis was very thorough and your suggestions as to possibilities exactly right. After reviewing the memorandum and the different possibilities last night, it seemed to me that, in sending them on to the Prime Minister, the best course would be to simplify the alternatives somewhat so that it might be a bit easier for him to get through them and arrive at his deciskns along with all the other things that press upon him for attention. I have accordingly drafted a memorandum to him which rather shortens the analysis of the relevant considerations. I hope it does not miss anything that is essential.

A copy of my memorandum to the Prime Minister together with a copy of a covering memorandum to Frank Carter are attached. You will note the inclusion of a new variant based on your “second option”.

Would you please let me have any comments or suggestions during the course of today or tomorrow morning if at all possible.
