AN AGREEMENT FOR CO-OPERATION AND EXCHANGE IN EDUCATIONAL
AND CULTURAL MATTERS
BETWEEN
THE GOVERNMENT OF ONTARIO AND THE GOVERNMENT OF QUEBEC
June 4, 1969
COOPERATION BETWEEN QUEBEC AND ONTARIO
moulded the character of Canada;
RECOGNIZING that the working languages of Canada are English and
French;
RECOGNIZING the variety of exchanges in which our two provinces
over the years;
CONVINCED that increased co-operation between our two provinces
is essential to the continued strength of the country;
AGREE to promote a programme of exhancges in the educational and
cultural fields.
PART I
Languages
Article 1
We will provide, within the areas under our jurisdiction and
wherever feasible, public services in the English and French languages.
Article 2
We will provide education, wherever feasible, to students of the
French-speaking and English-speaking minority in the language of that
minority. We will also provide them with the means to acquire a good
command of the language of the majority.
We will exchange the texts of our statutes and regulations as
they are published. We will also exchange government publications in
other areas of public administration.
Article 4
We will implement an exchange programme between our public
servants. We will also provide mutual assistance to train our staffs
and we will produce appropriate government publications in both the
English and French languages.
Article 5
We will exchange information in the fields of translation and
interpretation, and we will work together to provide facilities for the
training of translators and interpreters.
Article 6
We will foster contacts between representatives of our local
governments and we will encourage the twinning of our cities and towns.
PART III
Education
Article 7
We will exchange information on the methods of teaching English
and French and encourage exchanges of specialists in these fields.
We will co-operate in establishing exchange programmes for the
development of language teachers.
Article 10
We will co-operate in establishing standards for recognition of
teacher training programmes undertaken in each other’s province.
Article 11
We will encourage agreements among educational institutions at
all levels for granting recognition for studios undertaken in each other’s
province.
Article 12
In co-operation with the many private non-profit organizations
now engaged in student exchanges, we will encourage summer employment
exchanges to enable our young people to become better acquainted with
each other and each other’s customs.
Article 13
We will exchange technical information and programmes in the field
of educational broadcasting and television.
PART IV
Cultural Affairs
Article 14
We will promote co-operation and exchanges in the arts in all
forms. The exchanges will include such areas as literature, music, theatre,
dance, visual arts, libraries, archives, museums and folk arts.
Implementation of the Agreement
Article 16
We will appoint a Permanent Commission for Ontario-Quebec Co-
operation, consisting of at least five representatives from each Government.
The Commission will be responsible for implementing the provisions of this
Agreement. Two Co-Chairmen will be appointed, one by each Government.
The Commission will meet at least twice a year, alternately in Toronto
and Quebec City.
Article 17
We will appropriate funds each year for the successful implemen-
tation of the terms of this Agreement. We will each allocate at least
one hundred and fifty thousand dollars ($150,000) annually for this purpose.
Article 18
We concur that this Agreement shall come into force on the date
of its signature. It shall continue in operation unless cancelled by
either or both parties on at least six months’ notice.
Agreed upon at Quebec City this ?ourth day of June 1969, in two copies,
one in English and the other in French, both texts being equally valid.

SUMMARY OF COOPERATIVE ACTIVITIES IN EDUCATION
SINCE 1969
Cooperation between Québec and Ontario
Project Description Objective
1. Bursaries
An exchange of bursaries for
graduate and post-graduate
students from Québec and Ontario:
this exchange began in 1970
To pursue specialized studies
in universities in Ontario
and Québec.
2. Exchanges between
colleges and universities
This exchange program, set up in
1973, allows students, teaching
staff, and administrators from
colleges and universities within
the two provinces to take part
in joint research or study
projects.
To benefit from each others’
experience in different
disciplines; to improve the
second language and to increase
knowledge of the cultures in
the two provinces.
3. Exchange of second-
language teachers
This teacher exchange began in
1972. It is carried out on a
position-to-position basis:
teachers may participate with the
permission of their school board.
To give the participants a
chance to master the language
by working in a milieu where
it is the language of
communication; to offer to an
increasing number of students
second-language courses given
by teachers who speak the
language as their mother-
tongue; to encourage a broader
knowledge of the two cultures;
to facilitate both comparative
studies and a deeper under-
standing of current pedagogical
practices in the two school
systems.
4. Exchange of French-
speaking teachers
This is the same exchange
described under 3.: it was
extended to French-speaking
teachers in 1976.
To allow Franco-Ontarians to
work for 1 year in a French-
speaking milieu in Québec;
to facilitate both comparative
studies and a deeper under-
standing of current pedagogical
practices in the two school
systems.
5. Training programs in
immersion teaching
Training programs of from 3 to 5
weeks, for organizers of second-
language teaching techniques
and for second-language teachers.
These programs should be under
way by 1977-1978.
To think about second-language
teaching methods; to increase
familiarity with the second
language.
6. Youth exchange
Financial aid to private bodies
involved in summer youth
exchanges.
To encourage a broader
knowledge of the culture and
the second language.
7. Exchange of documents
This type of exchange covers all
exchanges of audio-visual
material and reports on research
and studies of mutual interest.
To benefit from each others’
experiences.
8. Missions
This program is designed both for
civil servants and other officials
who wish to make a brief visit to
a particular institution, or to
the Department of Education in
the other province, in order to
exchange opinions with their
opposite numbers, or to have an
on-the-spot look at interesting
trends.
To benefit from the experiences
and achievements of others.
9. Donations of books to
school libraries
Donations of collections of
Québec books (literature,
science, etc.).
To make Québec writing
available to French-speaking
groups who request it.
10. Exchange of summer jobs
for university students
An exchange of jobs in the two
Civil Services for a 10 to 20
week period during the summer.
This program has been in
existence since 1970.
To complete mastery of the
second language and to broaden
knowledge of the other culture
while working in the
appropriate field or in one
related to it.
11. Cultural tours
Tours by poets, singers, musicians,
dancers, actors, etc., in schools
and institutions in one or the
other province. This program began
in 1969.
To spread and promote Québec’s
culture, particularly among
Franco-Ontarians.
12. Conferences
Lectures and discussions on the
current situation in Québec or
Ontario.
To give students an opportunity
to think about today’s
political, economic, scientific
or cultural situations.

Preamble
THE GOVERNMENT OF NEW-BRUNSWICK AND THE GOVERNMENT OF QUEBEC.
CONSCIOUS of the historic and linguistic heritage of Canada which has
developed from two communities: one English-speakind, the other French-
speaking, which, together with citizens from many other ethnic groups, have
moulded the character of Canada;
RECOGNIZING that English and French are the official languages of New-
Brunswick and of Québec;
RECOGNIZING the variety of exchanges in which New-Brunswick and Québec
have participated over the years;
CONVINCED that increased co-operation between the two provinces is
essential to the continued strength of the country;
AGREE to promote a programme of exchanges in the fields of education,
culture and communications.

We will exchange information on the methods of teaching and promoting
English and French, and encourage exchanges of specialists in these fields.

Government Administration
Article 4
We will implement an exchange programme between our public servants, and
we will provide mutual assistance to train our staffs.

Education
Article 6
We will exchange information on programs and teaching methods at all
levels and we will encourage participation in projects leading to the development
or that sector.
Article 7
We will encourage exchanges among teachers, administrators and students at
all levels and in all fields of our educational systems.
Article 8
We will co-operate in establishing standards for recognition of teacher
training programmes undertaken in each other’s province.
Article 9
We will encourage agreements among educational institutions at all levels
for granting recognition for studies undertaken and diplomas obtained in each
other’s province.
PART IV
Youth
Article ll
We will encourage exchanges to enable our young people to become better
acquainted with each other and each other’s customs.
PART V
Cultural Affairs
Article 12
We will promote co-operation and exchanges in the arts in all forms. The
exchanges will include such areas as literature, music, theatre, dance, visual
arts, libraries, archives, museums and folk arts.
Article 13
We will encourage exchanges featuring the contributions of our many ethnic
groups.
we will encourage projects and programs in all audio-visual techniques related
to education, culture and information.
PART VII
Implementation of the Agreement
Article 15
We will appoint a Permanent Commission for New-Brunswick-Quebec co-operation,
consisting of at least three representatives from each Government. The Commission
will be responsible for implementing the provisions of this Agreement. Two Co-
Chairmen will be appointed, one by each Government. The Commission will meet at
least twice a year, alternately in Fredericton and Quebec City.
Article 16
We will appropriate funds each year for the successful implementation of the
terms of this Agreement.
Article 17
We concur that this Agreement shall come into force on the date of its
signature. It shall continue in operation unless cancelled by either or both par-
ties on at least six months’ notice.

Project Description Objective
1. Exchange of documents

The aim of this program is to make

This program of meetings between

COOPERATION BETWEEN QUEBEC AND OTHER PROVINCES
Québec, announced their intention to carry out certain programs
in the area of French education and culture.
The programs may be related to primary, secondary and
post-secondary education.
This cooperative effort could simplify exchanges of
technical and human resources between the two provinces. It could
also permit the carrying out of such programs as:
– exchanges of education personnel (for example, school
board members, principals, teachers and students)
– exchanges of teaching materials
– pairing of school divisions or of schools
– exchanges of university research and teaching resources
– exchanges for the purpose of training teachers
Mr. Schreyer and Mr. Morin agreed to extend cooperative
efforts between Manitoba and Quebec to French culture as well.
This could lead to such programs as:
– exchanges of artists
– systematizing of the methods of distribution of
publications and tapes in the two provinces
– other similar cultural exchanges
In addition, they stated that a representative from each
province will see to the coordination of the proposed programs and
will study the possibility of a more formal agreement in this area
later on.

New Brunswick (agreement signed in 1969);
– periodic activities with other provinces or with
various associations.
These activities fulfil the following purposes:
(1) assisting the cultural influence of Québec in the
other provinces;
(2) encouraging reciprocal acquaintance between Quebeckers
and residents of the other provinces;
(3) facilitating exchange of opinions and skills between
Québec and the other provinces;
(4) helping French-speaking Canadians living outside
Québec.
In 1976-1977, a total of almost $180,000.00 was appropriated
for interprovincial cooperation.
The Table below shows the breakdown of expenditure by activity
sector and by province.

Ontario-Québec cooperation
In 1968, premiers Robarts and Bertrand signed an agreement for
cooperation in educational and cultural matters.
Following this agreement, a standing comittee composed of civil
servants from the two governments was entrusted with the task
of preparing programs for exchanges between the two provinces.
This committee meets twice a year in the two provinces in turn.
The program for the year is usually determined at the November
meeting; a meeting for control purposes is generally held in June.
By the very nature of the agreement, the cooperative projects
are primarily concentrated on the educational and cultural
sectors, although a number of exchanges are beginning to take
shape in other government sectors.
In the education sector, the activities dealt particularly with:
– exchanges of second-language teachers at the secondary
level;
– exchanges of French-speaking elementary school
teachers;
– college and university exchanges;
– exchanges of young people;
– technical missions and training programs.
In other fields:
A number of technical training programs and missions were carried
out in various sectors of government activity such as Justice,
Agriculture, Lands and Forests, the Civil Service and Immigration.
Some sixty summer jobs for university students were exchanged between
various departments of the Québec and Ontario Governments.
Study programs for journalism students were organized, as well
as a seminar on current events for professional journalists.
New Brunswick-Québec cooperation
This agreement for cooperation in educational and cultural matters,
signed in 1969 by premiers Robichaud and Bertrand, has led to
particularly active participation in the cultural field.
The highlights:
– exchanges in the popular arts;
– joint research on Acadian folklore;
– donations of books.
Manitoba-Québec cooperation
There were not many Manitoba-Québec programs in effect in 1976-1977,
when the Québec Education Department employee on loan to the
Manitoba Education Department to set up an office for French
education completed his three-year term of duty. His work made
it possible for Manitoba to create structures and to make headway
in its efforts to promote French education. The position
previously held by the Québec employee is presently held by a
high official, with the rank of Deputy Minister.
Scotia have been grouped under this heading.
The activities have dealt primarily with the cultural sector:
– participation in a Québec week in British Columbia;
– western tour of the “Théâtre des Pissenlits”;
– participation in the international conference
on young people’s literature, held in British
Columbia.
In other areas, there have been:
– summer job exchanges with Prince Edward Island for
university students (5);
– technical training programs in petroleum research.
Pan-Canadian activities:
Exchanges with national associations, such as the participation
of Québec students in exchanges on Canadian studies and the
loan of a student guide at the Confederation Memorial, have
been grouped under this heading.

of the French language and culture beyond Québec’s borders.

I – Ontario-Québec cooperation
These programs were decided upon during the 13th session
of the standing committee on cooperation in Scarborough on
January 20 and 21, 1977, and the 14th session, held in Ontario
on June 5 and 6.
No new programs were set up; the commission’s main objective
was to improve and strengthen existing programs.
II – Québec-New Brunswick cooperation
Two meetings were held to decide on the 1977-78 program,
one in Québec City on January 26, 1977, and the other in
Fredericton on July 28 and 29. The parties agreed to place
particular emphasis on cultural and educational projects.

In the cultural domain, the two provinces plan to cooperate
in the organization of tours for Québec and Manitoban artists,
tours for theatrical companies, visiting exhibitions and so on.
The parties will work together in an effort to set up a network
for the distribution of Québec literature, films and records in
Manitoba.
IV – Cooperation with other provinces
As in former years, a certain number of projects will be
up in answer to the requests of other provincial governments,
associations and individuals. Various campaigns to make Québec
better known and understand outside its borders are also being
planned.
