At 11 o’clock the British North American Association delegates came to me in Grosvenor St. to discuss Federation. Lord Monck, Adderley, Sir F.R. and Reilly present.
I commenced by explaining the bill of which I had sent a copy to each and pointing out the differences made in it from the Quebec Resolutions. Macdonald was in the main the spokesman for the rest.
The real point at which we were at issue was the constitution of the Legislative Council, they urging the nomination for life principle, I desiring to modify it. I was very firm about it, but we broke up to meet again at 3.30 at the C.O., but meanwhile to consider the matter.
