91. (2) The regulation of trade and commerce, including the regulation of the provision of services on an international or interprovincial basis and the investment of capital on an international or interprovincial basis.

(2.1) The regulation of intra-provincial trade and commerce including the regulation of the provision of services on an intra-provincial basis and the investment of capital on an intra­provincial basis where the intra-provincial aspects to be regulated are substantially interrelated with international or inter­provincial aspects that are or will be regulated in a like manner and to an equivalent or greater extent.
