MEMORANDUM FOR THE PRIME MINISTER
Letter from Premier Campbell
on the question of patriation
Attached is a suggested reply, for your signature, to the letter which Premier Campbell addressed to you on October 20, concerning the patriation of the Constitution. We are at a loss to explain why his letter comes at this late date (in response to yours of April 19) and why he refers to a meeting with me as something for the future. The meeting in question (which had been requested in your letter of April 19) took place when Frank Carter and I went to spend a couple of hours in Alex Campbell’s Office, back in July. Perhaps on that occasion the natural predilection of civil servants for self-effacement went a little too far. In any event, it would seem useful for you to keep the Premier on the side by sending something along the lines of the attached.
