MINISTERS ARE TO GET ALTERATIONS MADE IN THE INALTERABLE QUEBEC CONSTITUTION AT THEIR OWN WILL, WITHOUT CONSENT OF PARLIAMENT.—The Minerve, in answer to the Courrier de St. Hyacinthe, says:—

“We have never said that there would not be a clause relative to the rights of minorities in the two Canadas. All that we said was, that the Imperial Parliament would not be asked to legislate on our School question. But we have never denied the intention of our Government to add to the Quebec project some clause for the protection of the rights of the minorities.”

Therefore, if the Minerve is now speaking the truth—though after all its explanation is mere play upon words, which, if it means anything, contradicts virtually its previous assertion—Ministers, after pretending to submit their scheme to Parliament, and declaring that it must not be altered, but accepted or rejected as a whole, are now about to have whatever alterations they please, inserted by an authority which can know nothing except what it is told of the subject matter of its legislation.
