I note that you have not yet replied to my telexes of Wednesday, November 18, 1981, and we have also not yet received the Prime Minister’s response to Premier Blakeney’s telex of Thursday, November 19, 1981.

With reference to your telex of November 22, 1981, please be advised that the government of Saskatchewan is prepared to accept either the wording of the former Section 34, or the wording proposed by Premier Lougheed in his telex of November 20, 1981, or Premier Lougheed’s wording, with the deletion of Paragraph 2 as suggested by you.
