MINISTER OF JUSTICE
RE: YOUR TELEX DATED 17 NOVEMBER 1981 PROPOSED AMENDMENTS TO NEW CONSTITUTIONAL RESOLUTION BASED ON FMC ACCORD OF NOVEMBER 5/81
Alberta has no objection to the proposed constitutional amendment which would allow for reasonable compensation in circumstances where a province opts out from any transfer of provincial powers over education or other cultural matters to Parliament.
The two proposed amendments dealing with the application of section 23 in the provinces of Quebec and Manitoba do not directly affect Alberta and we have no objection to their inclusion. Alberta should not be taken as intervening in matters which essentially are between the federal government and the Provinces of Quebec and Manitoba.
