THE FEDERATION OF THE TWO CANADAS.—
The Minerve seems to be preparing the mind of its readers, for the carrying out of the scheme of federation for the two Canadas alone. It says:—
“In the programme of the Coalition there was also, it is true, an article which concerns the Federal Union of the two Canadas. That measure, we have already said, will obtain little sympathy on our parts. We believe it will be of no advantage, and will meet with few zealous advocates in Lower Canada. But in any case this union on a new basis, can be but temporary, and can signify only a step towards a general union. Looked at from this point of view, and we believe the progress of events permits us to look at it from no other, the promise made by the conservatives to consent to the federation of the Canadas if there were no other means of getting rid of our sectional difficulties, has not the importance which some persons attach to it. The Confederation can be only a transition between the existing union, and one of all the Provinces; and this transition can have no long duration. The Provinces of the Gulph will at last listen to reason, and from the moment that they accept the project of the Quebec Convention, the federation will cease to exist.”
