Discussed various points in Confederation scheme with delegates. They are much in favour of a nominated not elective Legislative Council. They will I think give up right of pardoning now proposed to be given to Lieutenant-Governors, and they expressed themselves anxious to make provincial Legislatures and Governments as municipal in character as possible.
