Unlawful Preparations by Southerners and their Sympathizers.

PROCLAMATION BY THE GOVERNMENT.

QUEBEC, NOV. 22.

Owing to reliable information that Southerners and their sympathizers in certain Western towns are manufacturing and clandestinely collecting, at convenient points, shot, shell, and cannon, the Government today issued, under chap. 4, Act of 1863, a proclamation prohibiting the exportation, or carrying coastwise, or by inland navigation, of arms or ammunition. This action was taken the moment information that could be relied on reached Quebec.

Section 24 of the resolutions embodying the new constitution, was incorrectly printed in THE GLOBE of Monday. It should read as follows:—

“24.—That the Local Legislature of each Province may, from time to time, alter Electoral Districts for the purpose of representation in the Local Legislature, and distribute the representatives to which the Province is entitled, in any manner such Legislature may think fit.”
