MEMORANDUM FOR MRS. REED
Discussions on “patriation”
Pursuant to our Conversation of this morning, I have done the attached memorandum for the Prime Minister. You will see attached to it as “Annex B” a possible draft of the kind of paragraph I talked about this morning that would provide a “declaration of intention” about the French language and culture. As you will see, I have also added a further paragraph since I think your point is very right that one could not have a paragraph on the French language and culture without saying something about considerations that will be important to other regions and groups.
would you please take a look at the whole memorandum and particularly at Annex B and let me have any comments and suggestions that may occur to you. I do not, for a moment, think I will be getting into Annex B at this stage but I think it would be as well for us to move ahead on this – and on any other possibility that may occur to us in meeting Mr. Bourassa’s point – since almost certainly we will have to do something one way or another at some point.
Thank you very much for your memorandum of the other day. It was on precisely the right points and was most helpful.
