Dear Mr. Robinson,

When Mr. Harold Winch was in Ottawa he met with myself and some others and discussed some constitutional questions that the C.C.F. is facing in British Columbia. I promised to send him my opinion on these problems, and I am forwarding to you a copy of the opinion as it may be of interest to you and to other leaders of the party to whom you may care to show it. Possibly Mr. Connell would be interested in looking it over.
