Dear Eugene,

Thanks for sending on Gruhe’s note. I am keeping in touch with Mark Farrell, and it looks now as though he would not go to Toronto until September.

Could you let us have your short paragraph on external trade some time before the end of the coming week? I should like to send everything to Ottawa by Friday or Saturday.

I am enclosing a copy of a letter which I am sending on to Winch, dealing with some of the constitutional questions. I would be glad if you would glance through it and return it with your paragraph on external trade, adding any comments that may occur to you.
